These are printed onto glossy clear high quality outdoor vinyl that is weather resistant. The black is a nice satin finish. Whatever surface these are stuck to, that color acts as the background color for the flag. ex. if the flag is stuck to a red vehicle, the flag stripes will be black while red shows through each stripe and 50 stars.
